| 何才保（He Cai bao）1935年11月30日出生，四川省达县人。1955年毕业于重庆大学机械系，现任重庆巴渝职业技术学院院长、教授，同时兼任重庆市国际国内公共关系学会会长，重庆市高教老协副会长、重庆市高教学会常务理事，重庆市社会科学联合会理事等职。曾任重庆大学副校长、中国高校师资管理研究会副会长、中国教育国际交流协会常务理事，四川省国际教育交流学会副会长、重庆教育国际交流学会会长、重庆大学日本问题研究所所长、《中国高校师资研究》杂志编委等职。 何才保长期从事高等学校的教育、研究、管理及领导工作，成绩突出，1991年获重庆市外事工作先进工作者称号，1992年获国务院引进智力办公室和国家专家局授予的“全国引智工作先进工作者”称号，1993年起享受政府特殊津贴待遇。 主要研究成果： 1、《外国文教专家工作目标管理及计算机管理系统》研究。（1990～1992年，获重庆市科技成果二等奖、四川省软件成果三等奖）； 2、《发挥四川留学回国人员作用研究》（1992~1994年） 代表性著作及论文： 《涉外实用手册》、《现代管理》，发表论文20余篇，主要有《试论高校办学目标、社会效益与评估》、《试论能级原理在高校师资管理工作中的应用》、《试论外国文教专家工作目标管理的体系结构》等。 Resume He Caibao was born in Da county of Sichuan province on December 30,1935 and graduated from the mechanical department of ChongqingUniversity. Currently, Mr. He Caibao is the professor and the president of ChongqingBayuVocationalCollege and also the chair of the International And Domestic Committee of Public Relations. And as well Mr. He Caibao is the vice president of the Senior Committee of High Education of Chongqing City, the permanent member of High Educational Committee of Chongqing City, and the director of the Joint Sociology Conference of Chongqing City. In the past, Mr. He Caibao was the vice president of Chongqing University, the vice president of the High Educational Source and Research Committee of China, the permanent director of China Educational Exchange Committee, the vice director of the International Exchange Committee of Sichuan province, the director of the International Exchange Committee of Education of Chongqing City, the head of research institute of Japan Problem of Chongqing City, and the Editor of the China High Education Source Research . Mr. He Caibao has made a great contribution in the education, the research and the management of the high education. In 1991, he was awarded the honor of the model of foreign affairs. In 1992, the Brains Importation Bureau of the State Council conferred the excellent worker of the brains importation on him . In 1993, the china government began to offer him the special allowance of china government. His main achievements: The research on the Work-Target Management and the Computer System of Management of the Foreign Experts of Art and Education ( the second-degree award of the scientific and technique fruits of ChongqingCity , the third-degree award of the software fruits of SichuanProvince).(1990—1992) The research on the use of the overseas returning brains of Sichuan province.
